Mission Statement

Our mission is to facilitate the development and sale of affordable housing in local and rural communities.



Participating Authorities

South Empire Housing Partnership
The Sioux Empire Housing Partnership began in 1997 with the primary mission of finding affordable housing for lower-to middle-income individuals and families. This effort takes on many aspects, from relocating and rehabilitating displaced homes to purchasing and rehabilitating HUD foreclosed homes, as well as developing and building new homes at affordable prices. The Partnership believes in revitalization of older neighborhoods and has played a part in rehabilitating these areas, thus improving aesthetic appeal and pride in ownership.



South Dakota Housing Development Authority
Since 1973, SDHDA has been dedicated to developing affordable housing for all South Dakotans. Working through local partnerships, we help provide decent, healthy and safe housing opportunities to those in need, including low-income and moderate-income families, the elderly and disabled.



USDA Rural Development
USDA Rural Development has a $115 billion portfolio of loans and will administer $20 billion in loans, loan guarantees and grants through our programs in the current fiscal year.



Housing and Urban Development in South Dakota
HUD's mission is to create strong, sustainable, inclusive communities and quality affordable homes for all. HUD is working to strengthen the housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes: utilize housing as a platform for improving quality of life; build inclusive and sustainable communities free from discrimination; and transform the way HUD does business.



Federal Home Loan Bank of Des Moines
Federal Home Loan Bank of Des Moines is committed to providing low-cost housing and economic development funding to more than 1,200 stockholder members in the five-state district of Iowa, Minnesota, Missouri, North Dakota and South Dakota. FHLB Des Moines is a wholesale cooperative bank - a key financial resource for its members which include commercial banks, savings institutions, credit unions and insurance companies.



The South Eastern Council of Governments (SECOG)
The South Eastern Council of Governments (SECOG) is the designated Planning and Development District serving southeastern South Dakota. SECOG provides a variety of services to municipal and county governments including land use planning, community project financing, and other related technical assistance services. SECOG's membership includes Clay, Lincoln, McCook, Minnehaha, Turner, and Union Counties as well as the 40 municipalities located within these counties.
